Chapter 15
Chapter 15 — The Star Growers
Bach said the model was not wrong, he just couldn't see Van Suong clearly enough. He said it in the station conference room, in front of a data board that Lam had divided into three layers: atmospheric, medical, and local memories.
“I don't want to use the phrase 'the model is not wrong' if the listener understands that the village is wrong,” he said.
“So what should I say?” Lam asked.
“The model answers another question.”
“Which sentence?”
"It predicts the trend of a 40-kilometer-wide coastal area. It doesn't predict a rooftop next to a lagoon."
Thao Nhi flipped through the old map. “But the decision to relocate applies to each roof.”
Bach nodded. “That's the problem.”
The relocation news came from a district email: after Gray Sao, the Thin Cloud program will review risk areas; Van Suong may be in a corridor that needs to relocate people if the model shows increased salt winds. There is no decision, but contractors have come to measure the high ground.
Cu read the email and folded it. "They don't need a model to move us. Just the word 'possible'."
“So local data has to have a place in the decision,” Bach said.
“You told them?”
“I sent the report.”
“Does the report have a copy of Vuon Sao?”
“There is a compilation.”
“Is there the word ‘salty wind layer’?”
"Have."
“It says the model hasn't seen it yet?”
Bach looked at Lam. "Have."
“It says the community measured it themselves because there was no satellite network?”
"Have."
“So why does the district still measure high land?”
“Because they prepare for many scenarios.”
“Preparation is not neutral if it scares people.”
Bach did not object. He placed a report on the table, the conclusion had many paragraphs underlined in red.
"This is the version I sent. This is the version that was released."
The two versions have the same data, but different explanations. The sentence "there may be microclimate fluctuations that need to be monitored" becomes "there is a risk of affecting the population along the lagoon". Not completely wrong, but heavier.
“Who fixed it?” Lam asked.
“Editorial board.”
“Do you object?”
“I took notes.”
“Do they keep it?”
"Don't know."
“Do you keep the copy?”
"Have."
Lam looked at him. “I also keep the error.”
“I learned.”
Mien sat in the back, looking at the two copies. I took a crayon and colored red the areas that lacked conditions, without highlighting the word "risk". I wrote: “What action does this sentence require?”
Bach read. “If you record a risk, you must write the level and what needs to be done.”
Ha nodded. “A sentence that scares people without telling how to do it is information starvation.”
They created a table to compare the model. The first column is the large area, the second column is the community measurement point, the third column is the unknown. Bach explains that the central algorithm prioritizes data with long chains, standard sensors, and stable locations. The star seed falls, its shell is torn, and its location is lost, so its weight is reduced.
Lam asked: "If all the weights are reduced, when will the local scores be seen?"
“When there are enough chains.”
“If you can't release beads, how can there be beads?”
Bach looked at airspace regulations. “It's a loop.”
Cu smiled sourly. “The Paper Holder Loop.”
Bach did not deny it. “I'm asking to break part of the loop.”
The district sent an official named Phuong to the meeting. She's not a meteorologist, just in charge of residential planning. Phuong brought a map of the risk area and said that if Van Suong was in the transfer area, people would be supported with new homes and jobs.
“Where is the new house?” Van Mui asked.
“High west area.”
“How far is it from the lagoon?”
“Seven kilometers.”
“I make salt.”
“You can change careers.”
“Convert to which model?”
Phuong bent down to the map. “I just made a plan.”
Thao Nhi does not blame her. She asked if local data supported it If the wind doesn't increase continuously, the decision will be reconsidered.
“There is a review process.”
“How long will it take?”
"I do not know."
“You said that too.”
Phuong exhaled. “Because I don't have another question yet.”
Lam looked at Phuong and realized that the person on the other side was also pulled by the pre-written sentences. There is no one sitting in the dark deciding to erase the village. There are many people working in the system, each of whom only knows a part.
“We are not asking to stop all preparations,” Lam said. “We request a decision not to use a moving average to overlay specific life points.”
“What do you propose?” Phuong asked.
"Pause the conclusion of relocation, open the data, allow the local network to measure more, set action thresholds by area. People in lowland areas can reinforce, people in salt furnace areas can reschedule, schools can adjust. Not everyone needs the same plan."
Phuong wrote. “I can put it on the record.”
Cu asked: "Is it decided?"
"I do not know."
“But at least that sentence wasn't edited?”
Phuong looked at him. “I will keep the original.”
Bach suggests dropping two seeds within a 26-minute window to measure two floors. The airspace department requires a list of people, coordinates, equipment, recovery plans and a commitment not to fly over residential areas.
Lam created a table. Can withstand wires and stakes. Live on the beach. Mien accepts the signal. Lower bear warning point. Thao Nhi is subject to public maps. Bach bears central connection. Each task has a name, there is no generic "team in charge" phrase.
“What if someone can't do it?” Bach asked.
“I can't do it,” Lam replied.
“I want to have a backup plan.”
“The backup plan does not remove the person responsible.”
Mien drew a star and a dash. “If one seed fails, it doesn't mean the whole garden dies.”
At exactly 4:00 p.m., the exception permit arrived. They have 26 minutes to release, the corridor is at maximum height according to conditions, and must retrieve the rope after 40 minutes. The hut station does not have a salinity filter; They replaced it with a passive sample box, which does not include data in the warning.
Lam read the paper in front of everyone. She clearly stated which parts were allowed and which parts were not.
“I want to add the condition of making the raw version public,” she said.
Bach nodded. “Written in the appendix.”
“Whose signature is on the appendix?”
“I, head of the airspace department and representative Van Suong.”
Sign in after reading it all.
Before release time, Mien discovered a rotten anchor rope. Kha said there are two new wires, but using them will change the direction. Lam decided to postpone one seed, releasing only one.
“We lost our magic,” Cu said.
“One grain is not enough for two layers.”
“But one county is safer.”
Bach looked at them through the video. “Drop one also counts.”
Do not change the wire. The new bead has an A membrane shell, a clean filter, and a two-color light. Mien checks the weld. Lower and place the vibration box at the foot of the pile. Cu turned off the compressor in the factory to reduce noise. Thao Nhi records school hours.
Lam holds the coil. She didn't think of a grand scene. She thought about the small points: the holder's hand, the bamboo pole, the direction of the net, the rights of the person below.
Kha count. Particles levitate within a 26 minute window. It's not bright and beautiful; The navigation light was just a yellow dot in the dim sky.
First ten minutes, northwest wind. Fifteen minutes, the heat is reduced. Salinity increases rhythmically.
Bach reads data on the central screen. “There are layers of swirls,” he said.
Lam asked: "Are you sure?"
“No. There is a signal consistent with the vortex layer.”
Mien smiled and tapped the box.
Just as the particle reached its height, the entire central screen flashed. Graystar built the road Satellite transmission breaks further. The particle still sends the ground map, but the coordinates are only shown in relative direction.
“Retract the rope?” Kha asked.
Lam looked at the license. There's an 8-minute window left, but the wind is pulling the rope toward the no-fly zone.
“Autumn,” she said.
“Data is not enough.”
“Safety first.”
Kha and Cu pulled the rope. The seeds fall quickly, the shell vibrates. The three-beat sign: the string is tight, not the wind. They moved the pile, and the seeds fell into clean sand.
Lam recorded correctly: flight 31 minutes, altitude not confirmed, wind data 19 minutes, collected early because of corridor. Bach read and told me that the measurements could still be used under the conditions.
Phuong asked if there were only 19 minutes, would that be enough to stop the relocation? Lam said no.
“So what do we do?”
“Continue measuring with the ground and transparent the missing part.”
Bach sent a separate sentence: "The central model has marked Van Suong as an area requiring special monitoring, not an area for forced relocation."
Lam read to everyone. No one rang. Phuong asked when there would be an official decision.
Bach replied: "I don't know."
Ha said: "Then the filter room will still be open tonight."
Cu said: "The train still hasn't come out."
Thao Nhi said: "The map is still open."
Mien wrote on the board: "The seeds fly low. The questions fly far."
Lam attached the paper to the diary. She knows one round of measurements won't save the village from an administrative decision. But it has forced the system to look at an area that was once flattened.
On the screen, Gray Star was still covered with a layer of noise.
Bach recommends saving the entire model version before marking Van Suong as a special monitoring area. He said later people would need to know how the system viewed the village before receiving more data. Lam agreed, but asked for notes about what the model couldn't see: old ditches, school windows, people who couldn't hear the speakers, seed warehouses located lower than the roadside.
Phuong set up a small group to ask each household about adaptation plans. They don't start with the question "will you relocate?" They asked which houses could raise the foundation, who needed a car, where to keep the medicine, how long the seeds would last, and who could look after the neighbors. Some people said they would like to leave if they had a place to do business. Some said they did not go because of their family graves. Some people just want to know how long they will be notified if they have to leave.
Lam recognizes that these questions are also a form of data, but they should not be grouped into a single colored point on the map. Each sentence has a condition, a memory, a limit. She suggested the report separate the “physical capabilities” section from the “viability” section. Bach supported it, while planning expert Phuong said the two parts must be read together.
When they asked for permission to launch the next particle, they did not ask for a perfect flight. They asked for a flight safe enough to answer a specific question: did the salty wind pass through the seed storage area at roof height or was it just kept close to the ground. The permit is only for twenty-six minutes, and the grain collection conditions are very strict. Kha wrote all the limits on the board, Mien added an early reception signal.
The V-21 flew low, returned early, and left behind a string of inconsistent data. Some people were disappointed because the flight wasn't long enough. Lam does not allow it to be called a failure. It eliminated one assumption: the wind layer is not just on the road surface; In a short period of time, it reached the height of the school roof. The remainder needs further measurement.
Bach said the center cannot yet make a decision to relocate. Lam read the announcement to everyone, then added: "Not yet" is not "never". Sao Garden will continue to measure, but it must also be accurate be exposed to the possibility that future answers will be harder to hear.
Mien put her hand on the vibrating box. Three beats appeared, this time not a warning but a request to check. The girl took a pen and marked a new line on the map. Lam looked at that path and understood that they were entering the hardest part: the data was enough to force many people to decide, but not enough to decide for them.
