Chapter 13 — Light Streaks Off The Runway
The water circuit does not follow the cable map. It follows the lowest, as everything that has lived long in Vam Chan knows.
Ho Boi Lan took the team to the east of the runway when the water receded. She brought clear plastic tubes, a long ruler and wooden stakes with numbers on them. None of the devices looked modern, but each had been used by her for years to read water levels, subsidence and current direction.
“I want to prove that gearbox 17 translates seasonally,” Nghi said.
Lan placed the first stake at the ditch bank. “Don't prove it once.”
“So how much is needed?”
“At least three landmarks, two times and the same measurement.”
Uyen opened the book. “I don't have three-season data.”
Lan looked at her. "Some people have it. It's just not called data yet."
She took them to a maintenance crew hut, where there was a water level schedule written on the back of the sack. Each month, staff record the highest water mark at the stake near the ditch. The words are different, the units are inconsistent. But the year there was subsidence, the lines stopped at unusual heights. During the monsoon season, when the water rises, box number 17 is in the wet zone.
Do not take photos of each page, not gather them into a conclusion. Uyen created a unit conversion table, marking the places that cannot be changed because of lack of landmarks.
“What if we can't use it all?” Uyen asked.
“Insufficient data still tells us what we are missing.”
Lan led them to box number 17. The water had receded, leaving behind a ring of dry mud. The current position of the box is nearly an arm's length away. Last season the mud ring was closer. The platform does not slip once; it shrinks and then compresses further after each cycle.
Be sure to place a marker on the edge of the box. She asked to shoot from the same location for three days. No one knows what the water will do three days later, but the pile will at least hold the mark.
Tong came and brought a copy of the revised estimate. "Technology proposed to replace the W-3 circuit in seven days. The plan asked if it could be done in three days."
Lan did not look at the estimate. "Three days is enough to remove the box. Not enough to know if the foundation will push the new box."
“If the airport is closed for seven days, the airline will cancel the opening flight.”
Han stands behind Tong. "The company will consider. Don't speak for the company."
Tong turned back. “I speak in terms.”
"The clause has a safety section and a cancellation section. Both exist."
Nghi asked Han: "What if the W-3 circuit is replaced but the background is not treated?"
"I need a maintenance plan with checkpoints. You can't call it a fix if the new box is still sitting on the shifting floor."
Tong looked at Lan. “Can the foundation be reinforced quickly?”
Lan replied: "The material can be poured, but other materials also need time to stabilize. If we just cover it and then repaint it, we will make the movement marks more difficult to see."
Do note that sentence.
Mrs. Le's plans came in the afternoon. She brought the budget sheet and asked why the technical team kept adding conditions. Nghi led her to box number 17, without showing photos.
“What do you see?” Nghi asked.
“A box.”
“Did you see it lying on the wet floor?”
"Have."
“See the slanted marker post?”
"Have."
“See the cable being pulled?”
"Are not."
Nghi opened a close-up photo. "This."
Mrs. Le looked for a long time. “What do you want me to see?”
“The distance between the talking board and the ground.”
Mrs. Le was not upset. “I don't have the expertise to say it's safe.”
"I'm not asking you to talk. I'm asking you to fund the measurement and repair."
“If granted, I need to know when the yard will close.”
“Seven days for circuit replacement, plus time to verify geometry and foundation.”
"How much?"
“There is no final number yet.”
Mrs. Le put her hand on the book. “That's what makes you guys The planning department is most afraid. A technical requirement has no deadline.”
Lan said: “The end of a platform is when it causes people to see the runway the wrong way. The foundation does not accept the province's calendar.”
Mrs. Le looked at Lan, then nodded slightly. “I will need a phased approach.”
Nghi presents three stages: isolating the W-3 circuit and replacing the junction box; re-survey landmarks and cables; Test run multiple angles and sources. If stage one has not been reached, do not open at night. If the power is reached but the geometry is not reached, it still won't open. If all passes, the independent team signs off.
Tong asked: "Who is the independent team?"
Han said: “Not a person on the mining schedule.”
Tong turned to Nghi. “You want to hire outside?”
“I want someone who is not under direct pressure from the route opening schedule.”
“Costs are increasing.”
“Reliability also increased.”
Han did not smile. “That's what the company needs.”
The meeting lasted until the water rose again. Everyone left the field the high way. Uyen stayed with Nghi to collect measuring poles. She watched as a trail of water gradually crawled toward the box.
“What if the pile is flooded?”
“I recorded the deposit and lost the conditions.”
“I keep writing down things that don't work.”
“And so you know which measurements to use.”
Uyen places the stakes deeper, but does not disturb the foundation around the box.
Han sent a text message to inform her that the airline had reserved the right to support observation and had not yet held the flight. Cong sent a new schedule: the route opening meeting will take place in two days, without waiting for enough funding.
Doubtful reading. “They want us to propose closing the yard before a decision is made.”
Lan said: “No. They want us to clearly state the price of not paying.”
Nghi looked at the water. The boundary lights weren't on yet, but the runway already had a wet edge that was different from the painted edge. During the day, people can walk by without paying attention. During the night, the light will turn the difference into a path.
The water circuit under the runway made no sound. It just repeats a small action over and over until the old maps no longer stand in the right place.
Ms. Le asked Nghi to include water level data in the proposal, but did not want a table that was too long. Lan opposes only taking the highest value.
“A top number doesn't indicate how fast or slow it's coming,” she said. “The repair team needs to know how much time there is before the platform changes.”
Nghi recommends keeping both the chart and field notes. Lan himself wrote a short description: the water rose with the wind, the ditches were filled with silt, the ground in the north was softer than the south. Do not use the word "danger" if it is not attached to a condition.
Uyen converted Lan's words into an annotation layer on the map. Ms. Le read and asked why Lan's name had to be kept under the data section.
“Because the observer can be asked back,” Nghi replied.
“What if she quits?”
“The successor can see where the data comes from.”
Lan looked at Nghi. “Don't turn me into a mold.”
"Are not. I wrote down her method.”
Han brought news that the airline could keep the trip schedule for another five days, not fourteen as originally. She said the airline had received additional requests from the crew about the state of the runway.
Tong asked: "Are they impatient?"
“They need to plan. Patience is not an infinite asset of a firm.”
Nghi gave Han the water level report. Han read it and asked if after changing the box, if it rained heavily, could it be opened?
“Not automatically. Must meet landmark, foundation, electrical, geometrical and independent inspection conditions.”
“So open every day?”
“Open according to conditions.”
Han nodded. “I will tell the company.”
Tong asked Nghi: "Do you see how this method makes operations impossible to schedule?"
“Operations are still scheduling. Only Do not use the calendar as a reason to ignore the conditions.”
Lan took the team to another junction box in the next circuit, showing that the background had the same translation direction but not to the point of deflecting the light. Understand that W-3 is not an independent point; it is a warning to the whole area. Box 12 does not need to be opened immediately, but must be included in the monitoring plan.
A technician asked if the entire yard had to be replaced. Nghi replied that there is not enough data to say. She doesn't want to turn a problem into a big project just for fear of missing out, but she also doesn't want to edit the W-3 separately and forget about the land and conditions.
Khoi from an independent unit submitted a preliminary report. He confirmed that the group's landmark measurements were done correctly, but suggested adding one cycle after rain and one cycle after heavy vehicles passed. Tong looked at the calendar and said they didn't have enough days.
Nghi replied: "So the reporting cycle is not enough."
“You want to make things difficult for yourself?”
“I want the signer to know what scope he is signing.”
Khoi sent another sentence: "Not reaching enough cycles does not mean the system is broken; It just means there is no basis for a broader conclusion.”
Nghi gave it to Tong. He read it, then said: "This sentence will make many people use it to procrastinate."
“And also prevents many people from using one measurement to open early.”
In the evening, Vuc took Nghi to the old department's archives. He pointed to boxes of records by year. Some boxes have missing lids, some have water on them, some have codes written on them but no table of contents. Nghi does not blame the warehouse staff. She and they made a list of conditions.
Vuc found a record that said "the land continues to sink, it is recommended to reduce heavy vehicles in area W". No one remembers who it was passed to. Nghi put it in the historical record, marked "response unknown".
“I read this,” Vuc said.
“When?”
“Maybe next year it will be repaired.”
“What did you do?”
Paper vision. “I changed the bus time.”
“Is it written?”
"Are not."
Nghi said nothing. Lan then said: “Small things that aren't recorded often save a few days. But if you don't write it down, the next person won't know why it was changed."
They add a small decision log template. No need to write long, just reason, decision maker, review time and conditions.
The water circuit under the runway made no sound. But now, next to it there is an inscription stating who heard it and what they did.
