Chapter 7 — Light Streaks Off The Runway

Updated 10/08/2026 9 min read

Temporary is a word that has an expiration date if it is written on a milk carton. In the airport records, it only has the date when someone had the patience to put pen to paper.

Nghi wrote that sentence at the top of the notes page and then deleted it. The sentence is correct but it doesn't help her convince anyone. She replaced it with a table: decision, signer, conditions, next inspection date, status.

The table has many empty cells.

Tong called a meeting with Vuc, Nghi, Uyen, Lan and the planning representative. He did not invite all employees because he wanted to "determine the work first". I wonder if there are any records. Tong replied yes.

“Who wrote it?” she asked.

"Miss."

“No. The moderator should not write down the part he/she is asked about.”

Tong looked at her. “So leave it to Uyen?”

Uyen straightened up. “I can write it down.”

“Write verbatim, don't paraphrase,” Nghi advised.

The meeting took place in the training room. The projector couldn't be used, so Lan spread the map on the board. Vuc sat at the head of the table, his hands resting on his knees. The plan's representative is Ms. Le, who is in charge of small investments and maintenance extensions. She brought along a set of cost tables and didn't seem to want to argue.

Tong started by rereading the status: lights were on, electrical panel was normal, geometry had not been confirmed, gearbox 17 was off the map. Then he called Vuc to explain the history.

The abyss clearly stated the ground subsidence eight years ago, the temporary cable route, the proposal to completely replace it, and the extensions. He did not ignore what he signed. Uyen writes very quickly.

Ms. Le asked: "Why was the request to replace the circuit not approved?"

“Funding prioritizes the drainage area and station roof,” Vuc replied.

“Is there a written refusal?”

“There is a reply: waiting for arrangement.”

“Who's watching?”

Vuc looked at Tong. “Mining department.”

Tong did not deny it. "After Mr. Vuc officially retired, the file was transferred to me. I knew there was an item waiting for capital, but I didn't know it was directly related to the side light circuit."

Nghi asked: "Is there the word 'W-3 circuit' in the file?"

Tong flipped the stack of papers. “There is an area code, no circuit code.”

Lan pointed to the red copy. "The people on the ground know the code. The people at the desk don't know."

Mrs. Le looked at Lan. “So why didn't the people on the scene update it?”

Lan replied: "There are updates in the case book. The case book is not included in the investment file."

Uyen looked up. “Where is the case book?”

No one responded immediately.

Nghi said: "Search."

Cong allows opening the employee archive. Uyen and Kha went looking. An hour later, they returned with six plastic-covered notebooks. The pages smell of oil, the ink is smudged, and there are many crossed out areas. The keyword W-3 appears in at least seven post-rain checks. There are lines "observed", "there is a difference in light", "waiting for the background to stabilize". None of the lines were converted into requests to stop the field.

Nghi asked Lan: "Have you ever reported?"

Lan does not avoid it. "I reported it verbally to the shift leader. Once it was recorded in the book."

“Why not make a vote?”

"The ticket needs an error code. I only see low ground around the box."

“Do you think other people will understand?”

“I think the people working on the scene understand.”

Nghi lowered his voice. “That's part of the problem.”

Lan nodded, accepting responsibility. "Correct."

Looking at the notebooks. “I didn't know there were so many lines.”

“You didn't ask,” Nghi said.

"Correct."

“And after he retired, other people didn't know how to read them.”

"Correct."

Tong closed his eyes. Vuc's words "yes" made the room more uncomfortable than an argument.

Ms. Le asked about the cost of replacing the circuit. Nghi presented three options: complete replacement with long closing time; replace paragraph W-3 with the condition of periodic inspection; or Continuing to use the current circuit carries unquantified risks. She does not arrange the order for the decision maker.

“What if we choose option two?” Mrs. Le asked.

“We must re-measure all light markers, make digital maps, determine the location of the box, check after the water season and have someone responsible.”

“If there is no funding in ten days?”

“No night mining.”

Tong looked at her. “You are putting operational decisions into the technical report.”

“I'm writing conditions so that the technology won't be used as an indefinite guarantee.”

Ms. Le asked: "Who signed the sentence 'no night mining'?"

Nghi said: “The person with the authority to operate it.”

“So you won't sign?”

“I sign that the current data are insufficient to confirm the safety of the geometry.”

Uyen wrote that sentence. Nghi looked at her and saw that her hand was no longer pressing the pen too hard.

Tong concluded the meeting with a new list: check the overhead view, check the generator transfer, detect the position of gearbox 17, check the shift books and prepare a conditional route opening report. He did not say the airport was closed. Didn't say it was still open.

Vuc stayed behind after everyone left. He held the notebook with Lan's writing.

“You are angry with me,” he said to Nghi.

"Have."

“Because I signed?”

“Because you know the word ‘temporary’ requires a follow-up date, but you don't force anyone to write down the date.”

Swipe the notebook cover. “I think I can keep my job in hand.”

“You can't keep an airport by memory.”

“I know now.”

“You should have known then.”

Vuc nodded. He did not apologize immediately. An apology placed early can be a way to avoid hearing it all. He just asked: “What do you want me to do?”

"Call the people who received the map. Ask them what they did with it."

“You don't want me to write an explanation?”

“I want an event.”

Grab the phone. He called the first person. A female voice on the end of the line said she had transferred jobs. Vuc asked about the map, about box number 17, about the inspection after the flood season. He wrote. When the call ended, he did not look at Nghi.

Uyen turned back to get the notebook and heard the last part. She asked: "Do I need to record the whole call?"

Nghi said: "Write down the time, the contact person, the information they provide. Don't write down speculation."

Uyen nodded.

Outside in the yard, the lighting system is tested. Rows of lights shine from the ground. From the meeting room, no one saw the deviation.

Nghi returned to the decision board. A new box is added: “temporarily until what date?”

She left it blank.

No one is allowed to consider that blank box any longer as a promise.

After the meeting, Uyen sat down to convert the audio minutes into text. She listened to each paragraph, stopping when someone's voice overlapped, not guessing the missing sentence. Where she couldn't hear clearly, she wrote [inaudible] instead of using content that people might think was said.

Nghi walked by and asked: "Do you need to work all night?"

“No. But if it's tomorrow, you'll forget the sound.”

“Create a draft, save time. Listen again tomorrow.”

Uyen followed. She learned another way to hold on to uncertainty: not to cover it up, but so the next person would know where to listen again.

Tong issued a temporary notice about the newspaper channel. Employees are allowed to send directly to the engineering, operations and safety departments at the same time. The recipient must respond within one hour. Not every report becomes a problem, but none disappear because no one knows the mailbox.

Kha asked: "What if the reporter only has a personal phone?"

“There's a form in the on-call room.”

“If you're out in the yard?”

“Walkie talkie, then record.”

“If lost wave?"

Tong looked at Nghi. Nghi said: “There is someone accompanying me. The reporter does not have to take care of the entire transmission line himself."

The announcement did not resolve all fears. An employee kept asking Nghi privately if they reported a short circuit and then couldn't find the error, would that be considered bothering them?

Nghi replied: “No. If the conditions and time are recorded correctly, it is a valuable observation.”

“What if I report multiple times?”

“Repeat is also data if the same conditions.”

The other person nodded, but his worry still remained. Doubt knows trust requires multiple responses, not one announcement.

Vuc called the old planning department head. That person retired, but said he remembered the request to replace the circuit. He said there was a meeting at that time and it was decided to prioritize the station roof. There are no minutes because the meeting was over the phone. Vuc asked him to write a memorandum of recollection. The other person refused.

“I don't want to be asked later why I didn't sign.”

Vuc replied: "I was also afraid of being asked."

“So you understand.”

“I understand that's why I called.”

The call ended. The area clearly states that no memories are received. Suspect noticed that he had begun to do something he had not done before: note the absence of answers.

Lan took Uyen to the ditch and showed her how to read the water. She said looking at the water is not enough; You have to look at where the trash is stuck, which direction the grass is leaning in and how the mud is clinging to the piles. Uyen took photos and recorded the location. Lan did not say "I learned it". She asked next time which pile needed more reference markers.

Uyen answered correctly.

In the evening, Tong received an email from the province requesting a report "not to cause panic". He passed it to Nghi, asking if he could use the word "optimizing" instead of "not yet confirmed".

Nghi replied: “No. Optimization is the act of improvement; We are currently assessing the conditions.”

Tong called. “You know I'm trying to reduce misunderstandings.”

“Then use the phrase ‘under control evaluation’.”

“Can it be controlled?”

“There are restricted areas, people in charge, original data and update schedules.”

"Okay."

He corrected the announcement. The last sentence states "no night flights will depart without written confirmation". When I read it, I saw that sentence as a clear door.

On the second day of the verification phase, the photo matrix had more than a hundred photos. Uyen found three photos with the wrong landmarks. She told herself, recreating from the original. Doubt is not to blame. She just asked to write down the reason so that the next person doesn't use the wrong version.

“I thought finding an error would mean losing points,” Uyen said.

“Errors detected before use are the point of the system.”

“Are there any hidden errors?”

“It's a debt.”

Uyen looked at the empty box on the board. “Eight years is a lot of debt.”

“Because many people think they are paying by continuing to work.”

Late in the afternoon, Tong signed an order limiting night shifts. Kha forwards the message to cold storage. Duy updated the tower. Han received the copy. Appendices receiving area. Each person no longer keeps a separate copy that no one knows about.

The blank box “temporarily until what date?” filled in with the provincial meeting date.

Nghi looked at it. An expiration date doesn't make the solution any more correct, but it does prevent the silence from drifting indefinitely.
