Chapter 15 — The Light Keeper at the Sea Gate

A week later, Hoai An and Khoi together went to the headquarters of the Maritime Administration to officially submit a petition, along with all the evidence files that Hoai An had diligently collected. This was Khoi's first time leaving Cua Vong in many months, and the feeling of strangeness in the bustling city made him somewhat restless.

"Are you okay?" Hoai An asked, holding his hand as they entered the majestic headquarters building.

"I'm just a little nervous," Khoi admitted, squeezing her hand. "It's been a long time since I've been away from the lighthouse for that long."

They were arranged to meet Mr. Nghia first, who agreed to listen to their presentation after Hoai An explained over the phone the seriousness of the problem. When entering the meeting room, Mr. Nghia was already sitting there, looking serious but not lacking in concern.

"I took a look at the summary you sent," Mr. Nghia said, motioning for them to sit down. "This is a serious matter, if what you said is correct."

Hoai An details the entire chain of events, from Khoi's father's request for urgent maintenance, to its oblivion in the system due to budget cuts, and finally leading to the incident on the fateful night of the storm. She presented with professionalism and objectivity, but could not hide her emotions when mentioning the human consequences of this negligence.

Mr. Nghia listened attentively, occasionally taking notes, his face becoming more and more serious as Hoai An presented each detail. When she finished, he sat silently for a long moment, rubbing his chin in thought.

“This really was a serious failure in the system,” he said at last, his voice filled with sincere admission. "I apologize on behalf of the entire unit, for what your family has had to go through because of this negligence."

Khoi, speaking for the first time since the meeting began, cleared his throat. "I didn't come here looking for an apology," he said, his voice calm but firm. "I want to ensure that critical maintenance requirements like these are never overlooked again, no matter the circumstances of budget cuts. I don't want another family to have to go through what mine did."

Mr. Nghia nodded, impressed by the maturity and lack of hostility in Khoi's words. "That's a perfectly legitimate request," he replied. "I will propose the establishment of an independent investigation committee to review the entire incident, and review the process for handling emergency maintenance requests across the system, to ensure that no safety reports are missed like this again."

"Thank you," Hoai An said, feeling relieved at Mr. Nghia's positive, responsible response. "That's exactly what we wanted to achieve."

"I would also like to add," Mr. Nghia continued, his eyes looking at Hoai An with respect, "your report on Cua Vong, combined with this incident, has shown me more clearly the importance of listening to the people actually working in the field, instead of just looking at the numbers on the desk. I would propose to include feedback from field staff in the formal evaluation process of the entire industry."

The meeting ended with specific commitments from the Maritime Administration, including the establishment of an investigation committee, an official public apology to Khoi's family, and reform of the maintenance request handling process to avoid similar errors in the future.

When they left the headquarters building and stepped out into the sunlight, Khoi stopped for a moment and took a deep breath, as if he was letting go of a burden that had been on his shoulders for a long time.

"Are you okay?" Hoai An asked, observing the complicated expression on his face.

"I'm fine," Khoi replied, turning to look at her with a rare relieved smile. "Actually, I feel much better than I imagined. It feels like, finally, father and Khiem's story has been heard seriously and properly."

"That's what they deserve," Hoai An said, putting her arm around his waist. "And now, thanks to your courage in standing up and speaking the truth, perhaps many other families will not have to go through similar tragedies again."

They walked together among the bustling people of the city, a new feeling of relief and hope filled both of their hearts, as they prepared to return to Cua Vong lighthouse, bringing with them not only the recognized truth, but also a firmer belief in the ability to change things for the better, although the road ahead still requires time to complete all official procedures.

Before leaving the city, Hoai An suggested stopping by to visit her parents, whom she had not had a chance to meet in person since moving to Cua Vong many months ago. Khoi hesitated at the idea, but eventually agreed, realizing this was an important step in their relationship.

The Hoai An family's small house is located in a quiet alley, different from the noise of the city center. Her father, a man with a stern appearance but warm eyes, opened the door to welcome them with a radiant smile.

"This must be the Khoi you always told me about on the phone," he said, shaking Khoi's hand warmly. "Dad, it's nice to meet you."

"Hello, uncle," Khoi replied, his voice was somewhat nervous but still maintained his inherent politeness and maturity.

Hoai An's mother, a gentle woman, was quickly busy preparing a cozy family meal, constantly asking about Khoi's life at the lighthouse, about his job as a lightkeeper, and about the Ha Trieu fishing village. Khoi, initially hesitant, gradually opened up when he realized the sincerity and warmth from Hoai An's family.

After the meal, when Hoai An helped her mother clean up in the kitchen, her father invited Khoi to the living room and poured him a cup of tea. "I heard from Hoai An, you just went through a very difficult journey to find out the truth about your brother's accident," he said, his voice filled with sympathy.

"Yes, sir," Khoi replied, bowing his head. "It's been a long journey, but it's finally worked out."

“Dad was a naval officer,” the father said, his eyes distant and reminiscing. "I understand the feeling of being abandoned by a larger system, when your contributions and warnings are not properly listened to. I admire your perseverance in searching for the truth, as well as your tolerance in not turning it into hatred."

"I learned that from Hoai An," Khoi replied honestly. "She taught me that finding the truth is not about revenge, but about ensuring justice and preventing similar tragedies from happening in the future."

The father nodded, his eyes shining with clear satisfaction. "I'm very happy to see that my daughter has found a mature, responsible man like you," he said. "And I believe, you two will build a meaningful life together, wherever you are."

Khoi felt a warmth spread in his heart at those sincere words, a feeling of being accepted, of being welcomed into a new family, something he had never dared to dream of since losing his most loved ones.

From the kitchen, Hoai An secretly looked out into the living room and saw her father and Khoi talking openly and intimately, an indescribable happiness filled her heart. Her mother, standing next to her, smiled slightly, noticing her daughter's affectionate eyes.

"You found someone good," her mother said softly, wiping her hands on a towel hanging by the stove. "Your father rarely opens up to anyone so quickly."

"I think so too," Hoai An replied, smiling happily. "He has gone through a lot of pain, but still maintains a kind, resilient heart."

That evening, before leaving Hoai An's parents' house to catch the last bus back to Ha Trieu, her father pulled Khoi close and patted his shoulder affectionately. "If you need any help in pursuing your petition, don't hesitate to contact me," he said. "Dad still has some old contacts in the industry that could be useful."

"Thank you," Khoi replied, bowing his head in gratitude. "I will remember your suggestion."

On the car ride back, when Hoai An leaned her head on Khoi's shoulder, watching the city lights gradually recede behind her, she felt her heart filled with complete peace, knowing that not only was the love between them growing stronger, but both families were also gradually blending, creating a solid foundation for the future they would build together.
