Quoc Thanh's accounts were frozen, but he was still on the council.

A member named Lam proposed selling the riverside area to pay off debt, saying people's safety cannot be used as a reason to keep a loss-making project.

I asked him if he had read the embankment report.

“I'm not an engineer.”

“But you are the one who votes.”

Quan presented the steel design, pointing out the points that were changed. Lam calls it fake.

Tuan brought the original rescue camera. In the final scene, a Thanh Tin vehicle carries thin steel at night.

The security team intends to cut off the power to the meeting room. Vy stood up and used her personal phone to broadcast live.

“If the lights go out, outsiders can still see us.”

The meeting turned into a public hearing. People along the river sent photos of cracked embankments, and workers sent late payrolls.

Lam began to waver. He asked Vy why she didn't know about her uncle's transaction.

“Because I trusted my family more than the system.”

I continued:

“And my father was punished for doing the opposite.”

Quoc Thanh called from an unknown number, asking me to meet privately. He said he had proof that my father had signed to transfer funds abroad.

I came with Nam and turned on the recording.

Thanh handed over an envelope, inside was an account statement with the name Tran Duc Minh. If it was true, my father would have hidden it from us.

“What do you want me to do?”

"Give me the rights to the fund. I will make you the legal heir."

I tore up the statement.

"My father may have been wrong. But he did not use his mistakes to gain power."

Thanh smiled.

“You don't know he once begged me to keep you two safe.”

I stood up. Nam sent the memo to the lawyer.

Returning home, mother confirmed that father had once transferred money abroad. That amount was used to buy rescue boats for border areas, but the receipt of the goods was lost.

“So he didn't embezzle,” I said.

“No. But I know it will be misunderstood.”

Tuong Vy called. She said Lam had changed sides, but the council was one vote short.

That ticket belongs to Ms. Nhu.
